Blender is a free, open-source 3D software released on January 2, 1994, by the Blender Foundation. It's commonly used for 3D models, animation, and visual effects.
This software has 2D and 3D animation support, where you can even use both at the same time for the same scenes. 2D is done using Grease Pencil. It is not necessary to have to use any of the 3D parts of Blender to be able to create a complete 2D animation. There are many tutorials that can be found online, like on YouTube and many other website forums, which is often why this software is sometimes the most recommended. However, it does have quite a learning curve and might be rather difficult for beginners. This is professional-grade software, so if you have the time and patience to learn Blender, it will certainly pay off.
