Established in 747 AC, the Meta Regulation and Containment Initiative is an elite division of the Cieran Protection Front devoted to handling metahuman entities such as mages, superhumans, experimental subjects, and divine champions. This often includes the regulation of duelists due to their unusually high capacity for violence and destruction.

History

Founding and Early Days

In the spring of 747 AC, the Meta-Entity Security Act was passed, designating certain areas as Meta Containment Zones. These Zones would effectively act as prisons for metahuman entities who were deemed unsafe for general society. In conjunction with this measure, the Meta Regulation and Containment Initiative was formed to act as a regulatory and combat force.

The recruitment drive was large at this time, as the new organization was understaffed and unready. Within three years, however, it had reached an appropriate number of operatives that it could begin operating as intended. It then began sourcing equipment and weapons from Alliance member regions. With all units operational, the MRCI was ready for operation under the direct orders and supervision of Alliance governments.

In these early years, threats were widespread, but minimal in terms of power level. Many metahumans were captured and contained in line with the initiative, creating a new sense of peace and prosperity across Alliance regions.

The Homefront Action

In 752 AC, the Alliance signed a new order: the Homefront Action. Intended to free the MRCI from Alliance bureaucracy that impacted it's efficacy, the Action granted MRCI greater autonomy in exchange for greater restrictions on jurisdiction and permittable activities. This allowed MRCI operatives to act without a direct order from the Alliance, and as such allowed them to intercept and capture threats more quickly and efficiently.

However, the Action also instated a oversight body to investigate the MRCI's actions and ensure compliance with legal rights and restrictions. As such, the MRCI became more cautious in how it approaches its missions, being very careful not to give the Alliance reason to remove their newfound rights.

The Duelist System

Established in 755, the Dueling System was intended to be a way for metahumans to represent their regions in lighthearted competition, while also allowing more unregulated use of their abilities. Due to their existing nature, the MRCI stepped in to act as a peacekeeping force upholding the new Codex of Duelist Law. As such, they have become the foremost body on Metahuman Law, acting to protect normal citizens from any extreme threats.

Controversies

Due to the MRCI's nature as a regulatory body, and its nature as an organization devoted to the restriction of the actions of a specific group, they have come under fire for some controversial actions.

In 752, the Homefront Action sparked a wave of protests from those believing that less oversight and control would lead to a corrupt organization with few morals that would be prone to attacking metahumans on the street for no other reason than their status as metahumans. The Alliance's response was to add a watchdog organization into the Action to oversee the MRCI's actions.

In 755, the Duelist System was established, giving a legal way for Metahumans to practise their abilities in a controlled environment. Alongside the system, a Codex of Duelist Law was enacted to outline what was allowable in these duels. Cynics have, over time, made vocal disagreements with the Codex, as they believe it is not being followed by MRCI operatives. The MRCI in comparison maintains they act in conjunction with the Codex, and that they are not acting in an unjust manner.

In 760, a Dueling incident occurred in the Navian Isles in which a duelist destroyed one of the floating islands. While no one was hurt, Navian citizens as well as Alliance dissenters argued it was evidence the MRCI was a flawed system, as they should have been aware of the threat and addressed it. The MRCI has not responded to the accusations

In 765, a large meta-entity known as the Great Wither Tree established itself in the Dead Forest, moving towards the Moche. MRCI operatives, in conjunction with Duelists and Duelist Factions, organized a widescale resistance with the intent of destroying the monster. However, efforts failed, an the Wither reached the Moche, releasing fungal spores that corrupted the area before going dormant. As such, many protesters have gathered at the newly established Quarantine Zone, nicknamed Wither's Reach by some, to demonstrate against what they see as the largest failure ever by the MRCI.
